PARTICIPATION OF THE RSPC SEE AT THE WORLD e-PARLIAMENT CONFERENCE 2008

TheWorld e-Parliament Conference 2008 took place at the European Parliament in Brussels on 25 and 26 November 2008.
The Conference was co-organized by the European Parliament and the Global Centre for ICT in Parliament, a joint initiative of the United Nations Department of Economic and Social Affairs (UNDESA) and the Inter-Parliamentary Union (IPU) and a core group of partners, established in 2006 to promote the role of parliaments in advancing the Information Society goals as well as the effective use of ICT for the modernization of parliamentary processes.
The World e-Parliament Conference 2008 represented a unique opportunity for leaders and members of parliaments, parliamentary officials and experts to exchange views at a global level on new technologies and innovation as tools to strengthen the representative, legislative and oversight functions of regional and national assemblies.
The Regional Secretariat for Parliamentary Cooperation in SEE was represented at the Conference by its Head Vladimir Danchev, who made a presentation of the Regional Secretariat during the session "Opportunities for regional and global cooperation: benefits and barriers to parliamentary cooperation".
The Conference was build on the results of the World e-Parliament Conference 2007, held in Geneva in October 2007, and on the outcome of the World e-Parliament Report 2008, the first publication on this topic issued by the United Nations, the Inter-Parliamentary Union and the Global Centre for ICT in Parliament on 28 February 2008.

VISIT OF REPRESENTATIVES OF THE REGIONAL COOPERATION COUNCIL (RCC) SECRETARIAT
at the Foreign Ministry of the Republic of Bulgaria

The activity and priorities of the Regional Cooperation Council (RCC) were presented Wednesday at the Foreign Ministry before senior ministerial staff and NGO representatives. The presentation was made within the framework of a working visit to Bulgaria of a delegation of the RCC Secretariat led by Deputy RCC Secretary General Jelica Minic.

The Regional Cooperation Council was established in February 2008 as a heir to the South-East Europe Stability Pact.

Regardless of all problems the region encounters from the point of view of instability, there is a clear conscience that many of the problems can be resolved only with joint efforts on a regional basis, Deputy Foreign Minister Lyubomir Kyuchoukov said. He pointed out that Bulgaria is affiliated to the activity of the RCC for the establishment of which it worked actively.

Kyuchoukov noted that there is a developed programme prepared by Bulgarian authorities for cooperation in the main directions of the council's activity - energy and infrastructure, security, economic and social development, justice and home affairs, as well as generation of human capital.

Later in the day Predrag Vujicic, a Council Expert on Justice and Home Affairs, told Bulgarian law enforcement experts that the organizations priorities include improvement of data protection and the system of electronic justice in the region.

At a meeting hosted by the Interior Ministry, Vujicic noted that these priorities also feature the creation of a justice monitoring and assessment tool.

e-PARLIAMENT "CHALLENGES AND OPPORTUNITIES OF A REGIONAL APPROACH"

The International Workshop was hosted by the National Assembly of Bulgaria on 9 and 10 June 2007, parallel to the 6th Annual Conference of the International Parliamentarians’ Association on Information Technology. It was organized by the Regional Secretariat for Parliamentary Cooperation in South East Europe, in cooperation with the Global centre for ICT in Parliament. The International Workshop was structured around a series of plenary sessions, allowing ample time for country presentations and interaction among participants and experts. At the end of the workshop, a special joint session was organized between the International Workshop and the 6th Annual Conference of the International Parliamentarians’ Association on Information Technology to allow a final exchange among all participants.

On 5-6 June 2008 the National Assembly of the Republic of Bulgaria organized, in cooperation with the Friedrich Ebert Foundation, a Regional Parliamentary Workshop “New challenges for Parliamentary Cooperation in South East Europe”. The main objective of the Workshop was the discussion of the future mechanisms of concrete involvement of parliaments in the regional policy and identification of main fields of cooperation.

THE TRAINING VISIT OF THE SECRETARIAT OF THE BALTIC ASSEMBLY

On 28-29 of May 2008 in Sofia was organized the training visit of the Secretariat of the Baltic Assembly to the Regional Secretariat for Parliamentary Cooperation in SEE. The aim of the training visit was to facilitate discussions and information exchange between the selected departments of the SEE parliamentary administrations. The event was organized by the Regional Secretariat in cooperation with TAIEX.

FIRST WORKING MEETING OF THE REGIONAL SECRETARIAT FOR PARLIAMENTARY COOPERATION IN SOUTH EAST EUROPE

On 29 October 2007 the first working meeting of the Regional Secretariat for Parliamentary Cooperation in South East Europe (RSPC SEE) with the national coordinators appointed by the parliaments of the member states of the South East Europe Cooperation Process was held in the National Assembly of the Republic of Bulgaria.

The agenda included discussion on the draft of a Work Programme of the RSPC SEE and presentation of a draft of a Memorandum of Understanding on Interparliamentary Cooperation in South East Europe.

The next meeting of the RSPC SEE with the national coordinators from the region is scheduled for 26 November 2007, also in the National Assembly – Sofia.

A discussion on the process of transformation of the Stability Pact for South Eastern Europe into the Regional Co-operation Council took place during the meeting, which was held at the National Assembly of the Republic of Bulgaria on 13 September 2007.

The Special Co-ordinator of the Pact expressed appreciation of the results reached so far and of the role of the Bulgarian Chairmanship of the SEECP.

The two interlocutors stressed the importance of signing in the near future by the Speakers of Parliament of the SEECP Participating States of a Memorandum of Understanding for Regional Interparliamentary Cooperation. In this connection they took a common stand on the important role of the Sofia-based Regional Secretariat for Parliamentary Cooperation in SEE.
